ersey City faces a growing affordable housing crisis that threatens the stability and diversity of the city’s neighborhoods. Rent has increased by 50% in the last decade, forcing many longtime residents out of their homes. Mussab is committed to accelerating the development of all housing, especially affordable housing, to ensure that everyone can thrive in Jersey City.

Mussab’s plan would rezone all R-1 areas in Jersey City to R-2, ending single-family-only zoning and allowing for the construction of modest apartment buildings up to four stories tall. This change would include a 25% affordability requirement built into new developments in rezoned areas above two stories.
Ending exclusionary single-family zoning would empower homeowners, decrease rent prices, and allow for the construction of over 22,000 new homes, including thousands of affordable units.
Critically, it would not affect historic areas or areas currently under redevelopment projects, and would not mandate any new construction or redevelopment. But it would allow for the kind of gradual, city-wide increases in density necessary to overcome Jersey City’s housing shortage. -
Mussab Ali will strictly enforce Chapter 260, the city’s rent control law, which has gone largely ignored. Rent is up over 50% since 2015. But if rent control had been enforced the way it’s supposed to be, the legal increase would have been closer to 20%. That gap is costing Jersey City renters as much as $51 million every year. Ali's plan pledges for stronger enforcement, stiffer penalties, and a public rent control database so renters can know their rights before they sign a lease.

To tackle blight and speculation, Mussab Ali will create a Community Land Bank to convert the city’s 850+ vacant properties into permanently affordable homes and public spaces. Following the model of Newark’s Community Land Bank, Jersey City could empower a publicly-backed organization to take over abandoned and vacant properties and guarantee they are redeveloped in ways that benefit the community.

ARTS & CULTURE

Artists built Jersey City’s cultural identity, but many can no longer afford to live or work here. Mussab will launch an Arts Housing Initiative to turn underused buildings and city-owned properties into permanently affordable live/work spaces. He will expand inclusionary housing rules so artists benefit from new development and dedicate a share of community land bank properties to arts uses. This will keep artists in Jersey City and preserve the neighborhoods they helped shape.

Mussab Ali will stop Jersey City from spending millions on a Paris museum outpost unless the state fully funds it. Taxpayer dollars should strengthen local culture, not subsidize deficits for a foreign brand. Instead, Mussab will reinvest in reopening the Jersey City Museum, restoring Loew’s Theater, and supporting neighborhood arts hubs. Unlike the Pompidou, these projects directly serve residents and artists in Jersey City.

But now we must go further: training local agencies on legal boundaries, working with schools to ensure ICE cannot access students, and funding legal defense for immigrants facing deportation. We will guarantee that federal court orders are respected and enforced. No family will be removed from our city without due process.

We will stand with workers targeted by DOGE layoffs. Our plan will establish a Federal Worker Recovery Program, offering job training, placement support, and emergency financial assistance. We will partner with state agencies to move displaced workers into public service roles. If Washington won't respect public servants, Jersey City will.

We will blunt the impact of Trump’s tariffs with direct support to small businesses. We will create a Tariff Relief Fund to provide grants and tax relief to businesses struggling with cost increases. And we’ll expand rent and utility assistance to help keep our storefronts open.

Mussab will launch four core, fare-free routes linking the Heights, West Side, and Greenville to Journal Square and Downtown—running every 10 minutes and moving faster with traffic-signal priority. We can get this off the ground quickly by redirecting part of the city’s current microtransit spend, tapping state transit funds, and bringing in employer partnerships—delivering real cost-of-living relief, less congestion, and cleaner air for every neighborhood.

The PATH train has raised its toll from $2.75 to $3.00 in 2025 without commensurate improvements in service. Mussab will work with political leadership in Hoboken and Newark to demand better service from PATH. This includes more frequent weekend service and expansion of the PATH to Newark airport.

Jersey City deserves safe and accessible options for cyclists and pedestrians. Mussab Ali will advocate for the expansion of bike lanes, pedestrian pathways, and shared-use trails throughout the city.
