Fernando Garcia is a distinguished workforce policy strategist, educator, and nonprofit executive with over a decade of experience advancing equitable economic development and people-centered leadership. His work bridges the public, private, and nonprofit sectors, with a focus on empowering communities through talent development, small business growth, and inclusive governance.

He is the founder and executive director of the Human Capital Management Group (HCMG), a mission-driven organization dedicated to supporting underserved entrepreneurs and small businesses through strategic workforce planning, economic mobility initiatives, and capacity-building services.

In parallel with his executive leadership, Fernando serves as an adjunct professor at New Jersey City University, Hudson County Community College, and Middlesex College, where he has educated and mentored thousands of students in the areas of business, economics, and public policy.

A seasoned consultant in executive HR and performance management, Fernando has advised institutions on leadership development, equity strategy, and talent acquisition with a focus on long-term, sustainable growth. He is widely recognized for his ability to connect high-level policy strategy with on-the-ground community impact.
